The book provides a means of organizing and operating a makeshift kitchen with ( likely )  foods  coming in abnormal condition. Most people don't cook with dried foods, but this is the easiest way to preserve food for long term storage. Frozen foods are used first, until the freezer warms up, then it is emergency dried foods or starve while waiting for government help.
